Gas in Chelsea's flats and houses

Chelsea's rented homes are mostly flats: in red brick mansion blocks, in stucco and brick houses divided over several floors, and in mews conversions. Gas installations in these buildings have usually been changed many times, as boilers moved from basements to kitchens and cupboards and old gas fires were capped or replaced.

Boilers in mansion block flats

Flats in older mansion blocks often have a combination boiler in a kitchen cupboard with a flue running to a lightwell or an outside wall, and some blocks use shared flue systems. The engineer checks that the flue is clearing properly and that it terminates in a safe position, away from windows and openings.

Converted townhouses

Where a house has been split, each flat usually has its own meter, but the pipework can run through other flats and communal areas. The check covers the landlord's appliances and pipework within the flat, and we note anything we see that the freeholder may need to look at.

Decorative gas fires

Period living rooms in Chelsea sometimes have decorative fuel effect gas fires in old fireplaces. These need the chimney or flue checked for clearance and the room for adequate ventilation, and they are one of the commonest reasons an appliance is condemned.

What the engineer checks

For each gas appliance the landlord provides, the engineer checks it is safely installed, burning correctly, has a working flue where one is needed, and has enough ventilation, and that its safety devices operate. The installation is tested for tightness at the meter. Every appliance is listed on the record with the result, and anything unsafe is turned off and labelled so it cannot be used. Our CP12 London page sets out what the record contains.

The landlord's legal duties

The Gas Safety (Installation and Use) Regulations 1998 require landlords to have every gas appliance and flue they provide checked every 12 months by a Gas Safe registered engineer. Existing tenants must receive a copy of the record within 28 days of the check, new tenants before they move in, and records must be kept for at least two years. Carbon monoxide alarms are required in rooms with a fixed combustion appliance, other than a gas cooker.

Arranging access in SW3 and SW10

In porter-run blocks we book the visit through the porter or managing agent so the engineer is expected. We call the tenant to agree a time slot and keep to it. Most Chelsea flats with a boiler and hob take under an hour. If you also need the boiler serviced, it can be done during the same visit.

If something fails

Anything unsafe is made safe and clearly labelled before the engineer leaves, and the reason is written on the record. You then receive a fixed written quote for the repair or replacement, whether that is a new flue section, a replacement fire or a new boiler. Once it is done, the appliance is rechecked and the record updated.

Why Chelsea appliances fail

The reasons appliances fail a check in SW3 and SW10 are usually about the building rather than the boiler itself.

Flue terminals near windows

When windows, balconies or neighbouring extensions have changed since the boiler was fitted, the flue terminal can end up too close to an opening. It then needs relocating or extending.

Ventilation blocked during refurbishment

Air vents for older appliances are often covered or removed during redecoration. Without them, an open-flued appliance cannot burn safely.

Boilers boxed into cabinetry

High-specification kitchens sometimes enclose the boiler too tightly. The engineer checks the manufacturer's clearances and the access needed for servicing.

Safety check or service?

A landlord gas safety check confirms the appliance is safe at the time of the visit. A service cleans and adjusts it so it stays efficient and reliable. Manufacturers usually require an annual service to keep the boiler warranty valid. Doing both together in one visit saves access arrangements, which in a porter-run building is worth a lot.

Communal boilers and plant rooms in Chelsea blocks

Some Chelsea mansion blocks still heat flats from a central boiler house rather than individual boilers. Where that is the case, the communal plant is usually the freeholder's or managing agent's responsibility, and your Landlord Gas Safety Record covers only the gas appliances you provide inside the flat, such as a hob or a gas fire.

Knowing what is yours

Before the visit, check your lease or ask the managing agent whether the flat has its own gas boiler, shares a central system, or has no gas at all apart from cooking. It decides what the engineer will test and what appears on your record.

Flats with no gas boiler

If heating and hot water come from the building and the only gas appliance is a hob you provide, the hob and its supply still need the annual check. If the flat has no gas appliances you supply, no record is needed, although many agents like a letter confirming it.

Furnished lets and short stays in SW3

Chelsea has a lot of furnished and short stay letting. The gas safety rules apply to these lets in the same way as to longer tenancies, so a flat let for a few weeks still needs an in-date record covering every appliance the owner provides. With guests changing often, it pays to book the check at a gap between stays and keep a copy at the property.

Lower ground floors and ventilation

Lower ground floor flats under Chelsea houses sometimes have boilers in internal rooms or cupboards with no outside wall. These need the right flue route and enough ventilation, and refurbishments that box the boiler in tighter or seal up air vents are a common reason for an at risk finding at the next check.

Conservation areas and flue positions

Most of Chelsea lies in conservation areas, and many of its terraces and mansion blocks are listed. If a check finds that a flue terminal has to move, the new position may need consent from the Royal Borough of Kensington and Chelsea before work starts, particularly on a front elevation. We tell you at the time of the check if a fix is likely to involve the council, so it does not hold up the next tenancy.

What to have ready for the visit

Make sure the engineer can reach the meter, the boiler and every gas appliance you provide, and that the hob and any gas fire can be lit. In mansion blocks the meter is often in a basement cupboard or a communal meter room, so ask the porter for access in advance. If you have the previous record, the boiler manual or any service history, leave them out, as they help the engineer confirm what was fitted and when.

Nearby areas

We carry out gas safety checks across SW3 and SW10 and the neighbouring parts of Kensington, Fulham and Earls Court. Book the EICR in Chelsea at the same time if the electrical report is due.

Common questions

Gas safety certificate (CP12) in Chelsea: your questions.

Our block has a shared flue. Is that part of my check?

The engineer checks that your appliance is connected to it correctly and that it is clearing properly from your flat. The shared flue itself is the freeholder's responsibility.

Can a decorative gas fire stay in a rented flat?

Yes, if it passes the annual check. It needs a clear flue or chimney and adequate ventilation for the room.

Do I need carbon monoxide alarms?

Yes, in any room with a fixed combustion appliance apart from a gas cooker, and they must be checked at the start of each tenancy.

Can you deal with my managing agent?

Yes. We arrange access through them and send the record to whoever you choose.

What is the difference between the check and a service?

The check confirms safety and produces the record. A service maintains the appliance. They can be done together in one visit.

Will refurbishment work affect my gas record?

It can. If vents are covered or windows moved near a flue, the next check may fail. It is worth having the engineer look before the work is finished.

Does my gas safety record cover the communal boiler in my mansion block?

Usually not. A central boiler serving the whole block is normally the freeholder's or managing agent's responsibility. Your record covers the gas appliances you provide inside your flat, such as a hob or a gas fire.

Do short lets in Chelsea need a gas safety record?

Yes. The Gas Safety (Installation and Use) Regulations 1998 apply to furnished and short stay lets as well as longer tenancies, so every appliance the owner provides must be checked every 12 months.

Do I need to be at the flat for the check?

No. The tenant, the porter or your agent can give access, and the record is emailed to you once the check is complete.
