The 2030 position

The minimum is about to move.

Government intends to raise the minimum energy rating for a private rented home from E to C. The legislation is not through Parliament yet, so band E is still the binding standard, but the direction is settled and 2030 is closer than it looks once you count the survey, the works and a second assessment. The landlords who move early get a choice of contractor. The ones who wait for the statutory instrument will be bidding against everyone else.

What is the EPC C deadline for rented property?

Government has stated 1 October 2030 for band C under the Warm Homes Plan, replacing the earlier two-stage plan. Be aware this is stated policy rather than law: it needs an Act of Parliament and then a statutory instrument amending the Energy Efficiency (Private Rented Property) Regulations 2015. Until that happens the legally binding minimum is band E.

What happens if my rental does not reach EPC C?

You will not be able to let, or continue letting, a property that falls below the minimum standard, and the financial penalties for non-compliance are rising. Acting before 2030 avoids a rush of demand and a void period on the property.

Is there a cost cap on the works?

A £10,000 cap has been proposed alongside band C. The cap actually in force today is £3,500 including VAT. We survey the property, tell you the most cost-effective route to band C, and give you a fixed price, so you know where you stand well before the cap or the deadline become an issue.

What work is usually needed to reach band C?

It depends on the property, which is why we assess first. Common measures are loft and wall insulation, draughtproofing, better heating and controls, a more efficient boiler, double glazing and low-energy lighting. We target the measures that move the rating for the least spend.
